There are 55 State Referee Associations that support the U.S. Soccer Federation Referee Program at the local level. Our association is responsible for promoting and implementing U.S. Soccer's initiatives and programs in support of all affiliated members and competitions within the state of Kentucky.

Refereeing soccer can be one of the most rewarding ways to service the game and make extra money. Some of our best referees have been players, coaches, and parents. A short video describing how to register for a class can be found below. We look forward to seeing you on the field soon!

The window is now open for officials to apply to the 2024 Kentucky Youth Soccer State Championship Events. With the number of teams we have in these events, we need a large referee pool. Please make your plans now to attend.  To officiate the Kentucky Youth State Events, officials must make themselves available in Ref Insight assigning platform.  In addition, you must complete the online application for each respective event.  Click on the links below to register for each prospective event.

This new instructional video was updated in 2023 and includes solutions to many of the challenges experienced thus far including how to: create/access your account, resolve course eligibility issues, complete the four assignments, ensure that you've finished everything, and when you'll receive your patch. Kentucky Youth Soccer Heading Policy

As part of US Soccer Player Safety Initiative, Kentucky Youth Soccer implement the following policy. The policy went into effect on August 13, 2016.

·         Teams that participate in the U11 age groups and below are prohibited from deliberately heading the ball during competition & training.

·         An indirect free-kick will be awarded to the opposing team at the spot of the infraction if a player deliberately heads the ball during a game.

·         If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.

·         Goalkeepers are prohibited from punting the ball in 7v7 games (U10 and below)

·         If the Goalkeeper punts the ball an indirect free kick shall be awarded and should be taken on the penalty area line parallel to the goal line at the nearest point to where the infringement occurred.

·         Heading is permitted in U12 age group competition and above

·         It is recommended that players in the U12 thru U14 age groups do not head the ball more than 15-20 times per week, in both training and competition.
